The character is an experiment in creating a more dangerous robian fighter, notionally in the SaTAM universe, though I haven't done much backstory. He was originally Breeze Pinfeather, a clever but timid anthro pigeon. He was captured and roboticized, but did not make a very good fighter or worker, so was used for experimentation instead. This particular experiment involved combining humanoid robian with a robotized monsters; in this case, giant rats. Robotnik had previously roboticized these vicious creatures, but they were of limited use due to low intelligence and lack of ranged attacks.

Breeze's legs and lower torso were dismantled and he was permenantly mounted onto the back of a giant robot rat, providing more intelligent direction, tool use and a laser attack. However the modifications to his cyber-brain to allow him to control the rat robot disrupted the control programming, and within a few weeks he regained free will. He escaped, but unfortunately the rat part remains as hostile as ever, and he often has difficulty controlling it.

His lower body is a non-anthro giant robotic rat, about six feet long (plus three feet of tail) and three and a half high at the shoulder. It has brown metal plating on its body (pink on the tail, silvery teeth and claws) and red glowing robian eyes. Breeze's upper body is an anthropomorphic robot pigeon; it ends just under the ribcage with a rotation joint that attaches him to the middle of the rat's back. He has blue 'free-willed-robian' glowing eyes and mottled gray plating. There are feathery plates on his head where hair would be. He has normal arms plus wings on his back. The wings aren't for flight; they are only about a meter in wingspan. Instead there are circuitry-covered metal plates where the feathers would be, that end in glowing crystals. By arching his wings forward he can shoot a hailstorm of weak energy bolts from the 'feather' tips
