Let's look at it.
The guy has a really nice suit. I would buy it right away. At Prague's HammerCons, it would certainly be interesting.
And Skaven bodyguard lady, I like her looks and aggressive attitude. In addition, a nice adjustment of her hood in places where she has ears. Most artists would simply make a hole in the hood for their ears, making here an extra point for the effort.
I'm a little surprised that the guy has no visible weapon, which is unusual for active inquisitorial personal in the field. But I guess he has confidence in his skaven colleague and he has hidden digiweapons.
As for the skaven lady, I only see a few throwing knives and a sword. A drop of little armament for the bodyguard in Hive City. But I guess when she works for the Inquisition, she must have really impressive skills with a blade and a silent killing.
But I think you have one flaw here. If a mutant or xenos works directly for an inquisition or other imperial institution, it must wear the Sanction Seal. It is usually Imperial Aquila in the form of a tattoo or medallion in a visible place.
In the case of a skaven bodyguard, she should properly have her mantle clasp to have the shape of Aquila.
Little info about the Inquisition.
Inquisitors are not as common as some in the fanbase may think. Sure, they are sectors in galaxy where several inquisitors gather and form a cabal, but this is not common. Many worlds do not see the Inquisitor for centuries, and if in the end they do, usually because the Inquisitor has enough information to carry out a judgment and execution.
By that I mean if your Hive World is not the capital of the sector, has an extreme heretical past or otherwise extremely important. Thus, maximum one or two Inquisitors will be present on the planet, who will have their headquarters in the spire of capitol hice city.
So the guy in your picture is more likely to be an acolyte. Senior acolyte probably, maybe even one from the inquisitors retinues.

in all truth, this was more something I practice I was doing with background and shading really. I'm still very new at WH40k so I have much to learn but in all truth, this was to give an idea that there is some Shady is going on with that inquisitor. and have that Skaven with him show he has some importance to the clan. as for the Skaven she must be good to where even the inquisitor is holding her back from taking some head. she wearing, less not to look sexy she has less on her so she can move fast. there is more of the story behind this.
With how things are going in the 40K universe deperate times call for desperate measures and if a inquisitor has a skavin bodyguard I am sure you wouldn't want to in on his bad side. Last thing you want is to go missing with how silent those skavin when they kill their targets.
