The Azdov Emperor doesn't actually have much power. Here we see him watching azdov corevettes leave for orbit to join one of the imperial azdov armadas. None of the wars the Empire gets into are a result of his decisions. He is pretty much a figurehead who is just supposed to show up sometimes and look big and strong. He's nearly 7ft tall, much taller than the azdov average of only 5ft9in.
