Mostly because of stupid laws and liabilities....
All persons who possess a dangerous exotic animal must obtain a permit for each animal they possess.

Laws regarding the safety of the animal and it not being able to escape (the safety of others). For anything not domesticated (not tamed) then you need a DWA (dangerous wild animal) license (despite many of the animals covered by it not actually being dangerous). These kind of laws exist where I live in Europe and in the UK as well.
It is good because it means that people that don't know what they're doing can't hurt animals, it is bad because it makes it difficult for those people that do know how to handle them. Technically someone could own the animals you own (both in the USA and in the UK, etc.) but it can cost absurd amounts of money to both acquire the DWA and to have an enclosure that meets the authority's standards - money that isn't easy to free up for many people.

But do the evil people who sell licenses think so? Even an open window for half an hour can get you in the shit.
Mind you, my ideas about these things concern slightly bigger (but really no more dangerous) animals like servals (which can jump five ways to Friday) and other big cats.
