From what I heard, they didn't do Jason Todd because they considered it too dark, which is funny considering how they ended Tim Drake. What's also funny is that in the movie, the Joker gets shot, but in the censored version, he's electrocuted surrounded by water, and some people think that was worse than the uncensored version.
