While it's distinctly annoying and definitely stood out from Paul's catalogue, I think it was just tossed off for fun and was meant as his take on Devo-ish punky new wave, complete with American accents. Obnoxiously catchy, too. Has a pretty great sequenced synth line as a basis I'd say, as well.
