The Foot was shipping Mutagen cross-country to perform experiments involving rare and deadly desert wild life. mutation was the result a bite he received from a desert Tortoise. (Not a turtle.) Duke loved Old Westerns and Heroes like the Lone Ranger. Unable to live a normal life after being mutated he became a vigilantly hero with a wester flare.
