Yeah search me, but the designer said (floatzel.net) that he tried to think of a logical evolution from an otter and hit on a sea lion as inspiration while at the aquarium.

Yeah, he's actually a ton of fun to draw. And after having a go at the [supposed] final evo, I don't dislike it as much. Someone on DA even set him on two legs and I have to say, he looks freaking snazzy on two legs.
