As a general note, there won't be an overworld map until you clear out at least the Spartans. Otherwise it would just be Your Base adjacent to Their Base, and that's not helpful. A regional map will be done by the time you're shooting feralization rays at them.
Phew! Work has been going well. Slowly getting integrated into the creation of robot caretakers. I suggested that the robot should look like a lizard when told that it can't give someone the impression that a human is on the other end, but the idea was met with casual "meh".
In one month, I can move out of this Garbage Can Apartment into a proper place. I've been there, it's lovely! The guinea pigs, I think, will not be coming. When attempting to make my health as proper as possible, eliminate all possible vectors of problem. They are, at the end of the day, ravenous poopmonsters, and that's not great allergy-wise.
If anyone in the Charlotte, North Carolina area needs two guinea pigs, let me know! Otherwise it'll probably be a shelter.

Trap Payload: This is a tricky one. Turning them into plants and trees would block the road and thereby upset people, and turning them into something that moves would allow them to flee and/or fight back. I guess I'll go with Purpose-Built.
Trap Location: Random Patch of Road. The location doesn't matter too much, as our attackers will need to travel the whole distance anyhow.
Recruits: Marty. He's been a statue for long enough, and that rainstorm was probably torturous to him. I say we make him Humanoid; not too unfamiliar, but just weird enough that he can't go back home. We can TF him further later. (Sidenote: if a huge mutagenic firestorm in the sky doesn't scream "apocalypse" to Alex, then what the heck would?)

...I missed that there were two mines to place. I'm voting to plant the other one on the River Bridge. It's a perfect chokepoint, in case the Random Patch of Road strategy doesn't pan out. Shouldn't be too hard; just have someone distract the checkpoint guard while someone else plants the bomb.
Better yet, just plant the thing on the underside of the bridge. The description of a small river in a ravine implies that there's plenty of distance between bridge and river; that area probably won't be under watch, and we've got more than enough flying minions to reach it. I had to look up what a watershed is; it's an area of land that separates sources of water. What this essentially means is that the entire area's water supply is contaminated with mutagen. And the city's water treatment plant probably isn't equipped to remove magical mutagen from water.
This is BAD. With a capital B, A, and D.
Granted, it's been established by now that transformation isn't necessarily harmful on a case-by-case basis, but the fallout from this will be chaotic at the very least. Just picture it: a teenager gets a fountain drink from his favorite fast food joint, and transforms into a fountain himself. The employees at a pet shelter put out food and water for the cats and dogs, and the next thing they know the pets are standing upright and talking. An old woman waters her potted plants, and then turns around and discovers that her plants are eating her cats. A man finally bothers to wash the dirty dishes and... well, okay, transformative mutagen isn't likely to affect inanimate objects like that.
Things are going to go south like Roald Amundsen did in 1911, and I don't even know how we're going to prepare for it.

I say we Sabotage the artillery, for reasons stated above. One Trap should be Make Like a Tree - if transformed inside the vehicle, this could seriously impede the movement of the faction as roots seek the ground and pin the vehicle in place. Place it at the Bridge Checkpoint, which would leave the other lanes open for traffic. The other one should be Like Children on a Random Patch of Road - children aren't supposed to drive, which could create some interesting shenanigans with the police. Speaking of police, I say we recruit...just kidding, we should recruit Caleb. I don't want to know what would happen if other factions got ahold of him. And with the watershed contaminated, we need to do Means of Production in order to help people get the inevitable over with. They could be transformed any time they have water, and should they find out what is causing the random tfs, you can bet they'll be looking for alternatives. I say we start by spiking the Kool-Aid.
