he has transcended the necessity of a vessel to carry his being.

Simon was unplugged when the Morningstar hit, and the enemy is implied to be some form of AI, so while I'd certainly like to see him back, I'm not certain that this is him.
Other options are that Excel is somehow working the link backwards to try and check on her minder, although I do wonder how the system still has power.

I'd say it's either Excel's virtual form or a new character altogether, with the first option being my most probable.
