As for Harry himself not having swirly eyes, this is a deliberate choice. Whilst I personally interpret it as the suit putting Harry into juuust enough of a trance to nudge him in the direction of birdy thoughts without overriding him; you can also choose to interpret it as the hypnosis just getting activated - in which case his eyes won't be not-swirly for much longer...
