A-10s vs armor in general are generally a sad sight. I recall in GW1, an A-10 was loaded with practice rounds instead of the AP rounds....the sheer weight of volume against a few T-72s/62 literally sheered off the turrets and against a 62...caved in the turret!
They made two versions of all their equipment. Crap versions that they sold to anyone, and good versions they kept for themselves. The export versions generally lacked all but the most basic equipment, had cheap low performance engines, and the cheapest armor they could find. The difference between an export BMP-1 and a Soviet BMP-1 can be pretty damn huge.
I believe most countries that export weapons employ the same scheme though, so nothing odd about that.
