This is a Chinese Kirin character called "Qi Gong".
It is the main mascot of our Chinese furry forum--WildSoul (http://wildsoul.net)

You can also call it "Qilin". Just the spelling is a little different.
Japanese Kirin is also base from Chinese legend, just people use this spelling more often.
