Since Susan got her costume first, only natural that her #1 assistant got the next one. It helps promote the store after all! It's custom fit to his size and everything. Though even when Duvet tries to be spooky he's still pretty cute~

Banette is one of my favourite ghost pokemon, and Mega Banette even more so. Considering Duvet's size and how often he's 'toyed' with, maybe he feels a deep connection with that kind of spirit. <w<
