Yes! There are PC and Quest unity packages. Both require a decent PC to upload since VRChat currently only supports uploading through Unity 2019. It's the same process as uploading any other VRChat avatar base. Everything comes setup in the scenes folder. It should be mostly installing/downloading then clicking a button to upload.
The PC version has over 60K triangles, while the Quest version has around 19K triangles. The Quest version has a "poor performance," so it will be visible by default for some users (with the right safety settings). There is also a fallback version, but it has reduced features. The fallback version has <10K triangles, 1 material, a "good performance" rating, and some reduced geometry.
The PC version can also be converted to a "very poor" Quest version through the normal process for conversion, but I don't recommend that.
