The Rosomai are hot tempered and gruff, but ultimately a proud and tenacious people. They have shared the harsh northern lands of Azek with the Sabalazmon since before recorded history, and in all of that time the two races have been at each others' throats fighting for the necessities of life on the plains and in the Taiga.
They live in conservative clan societies scattered across the northernmost reaches of Azek, a land of grassy steppes and thick Taiga forests. In the forests the Rosomai rely almost exclusively on ambushes when hunting or fighting, but on the open steppe they live much of their lives in the saddle, making them riders without peer, rivaled only by the Sabalazmon.
They are bigger, more muscular, and tougher in general than their sable and ermine-based cousins, but their population is small and their numbers are dwindling. If they are to survive as a species they will have to prove that their people are worth saving.

The problem they have is that the Sabalazmon ended up joining the Beastfolk Alliance instead of the Rosomai. The Rosomai haven't been excluded- it's simply that they don't want to be part of this alliance and swear loyalty to the Vucari. Some of this is mentioned in the race document and some of it is mentioned in Prince Kazimir.
The Vucari are about as stretched out as they can be at the present, with troops and magistrates presiding over Patkania, expeditionary forces in the Kulta Kevanna (homeland of the Hirvi), and more troops in Azek to support the new government of the Sabalazmon, the Khanate. The Vucari don't have a real interest in waging war on the Rosomai in their current state, but the Sabalazmon keep insisting that the Vucari give them muskets so they can get rid of the Rosomai.
At the onset of "Prince Kazimir", the Rosomai are on the eve of their decision to wage war on the Sabalazmon with the desperate hope of gaining dominion over them. Kazimir, a prince among the Rosomai, senses that this isn't a good idea.

The Beastfolk Alliance is barely a civilization at all by the standards of their contemporaries. With the possible exception of the Checchiatari (cat people) the various races and their nations live in pretty backward conditions, but they are organizing and growing much more quickly than most nations give them credit for. Luckily for the Vucari, the Humans to the south are not interested in war since they were defeated by incessant resistance the last time they tried to invade, the result being a bloody fiasco for them. The Dwarves to the east are embroiled in a sweeping civil war and also are unlikely to invade. For now, the Beastfolk have time and they are making the most of it.
Yeah, and especially in Asia during the time. The Europeans did not make very much use of horse archery whilst Asia used them all the time. In Europe it was expensive to employ good cavalry, let alone cavalrymen that could use a bow on horseback. There were often considered elites amongst armies and as mercs or private soldiers they made a fortune. Few countries trained their own Horse archers with a few exceptions in Europe, and more common in Asia.
When I looked into the attire of horsemen of the late medieval and the early enlightenment period I was kind of surprised to see that over a truly vast area most of the attire of mounted warriors was roughly the same. Swap out lamellar armor for chain mail here, hats for helmets there, and you've got variations on a core theme. It's kind of surprising... well, at least to me.

Hm, now that you're asking, I would really like to see your own view either of the Hirvi or the Checchiatari.

I'm glad you liked how it turned out! Ever since the beginning, I've kept the mental image of the Rosomai as Central Asian steppe riders at the forefront. It's actually kind of a relief to have the image on paper rather than bouncing around my skull, as most will do forever.
