Magical tricksters that mainly just pull annoying pranks. Unless you've been particularly cruel or mean spirited as thier "tricks" will become more violent.
I guess they could be spirits/magical beings that manifest around Halloween? They can be pests but they're also protective of that fun Halloween vibe. They'll try to drive away or attack anyone that threatens that.
