In short, the character (named Grim Fate) is a necromancer with delusions of grandeur, and she travelled far from home to a peripheral society of dark magic users such as liches, other necromancers, occultists, and in this case vampires.
In the picture, she's visiting an unusually amicable vampire who invited her into their castle. Grim wanted to find some cool spells or magical artefacts that she could use for various evil purposes whilst the vampire was just looking to show their stuff off. Grim stumbled upon an artefact, the vampire told her the "bestows great power" part, and Grim grabbed it before they could finish.
Afterwards, Grim becomes just another decoration in their castle and remains that way until some other poor schmuck comes in and tries the same thing.
