I thought you might ask this.
A pokemon does not forget moves when they evolve, even if it would contradict with the acquisition of a new type.
As a result, a Raichu can learn surf by evolving from a pikachu who already knows surf.
This means the same should hold true for de-evolution.
Now, the egg hatching scene acts the same as an evolution scene even with the same music. So we could consider the egg state a sort of zero-th evolution stage.
This means the pokemon would still retain all of their moves, but obviously not be able to use them from inside the egg. After all, if they shot electricity from themselves or breathed fire it'd just be inside their egg.
But, Surf is special.
Surf summons a tidal wave from OUTSIDE the pokemon, it's not the source of the attack.
The result, if an egg knew surf, they could use it, because the attack would be summoned from outside the egg and thus be able to connect.

someones been studying X3 but I see a flaw, if this is true then why cant eggs use surf on the game to transfer you? (other than being too small to surf upon, but if you think about it you can float by on a goldeen which isnt very big at all and if you think about it probably too small to support your weight X3)
lol, apparently I have stumbled upon a pokemon professor X3 if they havent learned surf yet then how can they use it? and arent eggs supposed to be underdeveloped pokemon? if they are then they shouldnt be able to use the moves becausethey are still incomplete yeah? (unless really close to hatching)
I'm a pikachu with quasi legendary powers and attack stats who can actually transform people's species shape and age through the use of electricity as well as take down groundon with a single thunderbolt who has been regressed into a pichu egg. At what point should anything logical or physically sound be relevant to this situation?
