It ended up being all about feat management. Fortunately I was able to get one of the feats in her feat chain for free and by level 5 or 7, I can't remember, she was able to use her bow in melee range without penalty. Another couple of levels and she would have been able to shoot anything within 30' without penalty as well. It wasn't optimal by any means but it was a fun challenge.
