Maybe the cubones have a biological function that let the older ones grow a outer skull that falls of and been given to the young ones. Something like snake skin. If it become to small it goes of and a new grow from underneath. x3

Well, either they do that,or in Akina's case, the bone is something her Parents dug up on archeological work but didn't had a use for and her mask is that of a deceased ancestor. Since their family comes from sinnoh and many cubones from there have this chinese/japanese like relationship to death and ancestors, there are whole agencies that search for skulls of family relatives and then make them wearable as skull masks.
