Bleh. Scan looks horrible and I can't do it better - drawing little shining when light is reflected on it because it is covered with protecting spray. I helped this drawing a little in photoshop.

What dpi (Dot's per inch) was it scanned at?
As for the shinny surface appearing in the scan, can't you soften it with a digital filter?
And, BTW, that shinny surface I'm finding brings up the details of the artwork (like in oils, sometimes it's good to see the brush strokes ).
