Kamina Rando, nutjob extraordinaire and villain-reformed (i.e. on the side of good rather than evil, but rather Chaotic about it). She is capable of phasing through most matter, read minds and exhibit some telekinesis. Hair may look familiar if you've seen "Ringu" and her general dress is Gothic so she's wearing a dress scene in "Coyote Ragtime Show" in this particular piece.
