Yeah, it's all AI. Layer a <em>lot</em> of strokes at no more than 20% transparency, mix in some white/brighter-colored ones to knock it back up here and there. If you like what you have and want to keep experimenting, make another layer - there's a layer in the file with a big translucent gradient and some red brush strokes that I ultimately turned off because I didn't like where it was going!
The stuff White Devil is doing that inspired me is probably Photoshop, could be some natural-media program or who-knows=what. it certainly tastes more like a bitmap paint program to me.

I've made stabs at them in the past but never really done a super-detailed one.
The background is a bunch of huge translucent strokes in a messy 'paint' art brush I found somewhere, same with the drybrush on the stairs. Pretty much everything else is flat or gradient shapes overlaid. Some drawn with the pen tool, some with the pencil.
There's a texturing/slightly-colorizing layer over it all (see the 'creating texture' page in the little set of Illustrator notes I pointed to).
Mostly though I think a lot of the look of my art is just what comes naturally to Illustrator!
