Was gonna say that. Mink is too important for that Council to simply off her, and a two-person crew would be too small for a chopper with such a important hostage inside. And now Brainfreeze's brain is as cold as his name implies, they probably are using the chopper as a distraction while they either keep Mink back on that building or extract her by another means while they try to find another way to get the info they want from her.
That's the smarts for ya, and Happy Jack's got a better excuse in this case than John Falstaff* ever did.

I'm surprised HJ hasn't dropped the chopper already with that blast of x-ray. The energy needed to see through METAL at THAT DISTANCE would have fried most of the electronics not to mention give the pilots severe headaches and other immediate problems. I HOPE Mink isn't on there cause she wouldn't be feeling to good right now either.
