Well Flare Blitz is better than nothing for Flareon, also 15 PP is not low, but with 120 attack plus STAB which effectively make it 180 Flareon having a base attack of 130, recoil isn't that big a deal if it can be in the running of OHKOing or coming close to OHKOing a lot of other Pokemons in competitive play.
But yeah Flareon sucks... as much as it pains me to say so.
