Its cheating because the horse on the right has got one leg on the ground, by being lower down with the center of gravity means he's technically cheating because there's more of him on the floor, increasing his ground mass and potentially using his body as a dead weight. Instead of it being 4 hoovers vs 4 hooves, its 4 hooves vs a whole horse thus cheating.
