Here it is often like that even they start to stop working 10 mins before their lunchtime starts

most bearocracies work to ignore you and serve themselves before anyone else. then take thier lunch/dinner/supper/smoking/coffee breaks early, and even take more time coming back to 'work'. they only help you if you treat them like God's emmisary to everyone. if you grovel and kiss the dust at their feet they might help you to take a ticket then make you wait, only to find out that they knew all along what the freal law was and that you are really in the wrong line.
