While searching for hypnosis scenes, I came across a cartoon called Adventures of the Little Mermaid. (Not the Disney one, It was made by Saban). The episode that caught my eye had this witch hypnotize the cast with a musical pipe.

Dulcy here has fallen under the thrall of the captivating music. I am not sure who is playing the pipe this time, but they now have a powerful dragon under their control.
