Auk: "Well... I think Tera was trying to, but... Unless it was one of my own Pokemon doing the talking, Poke-speak was still pretty fuzzy for me at the time, so... I only got one bit, and I think I must have misheard him. Something about keeping me as a pet."
Deva: "No, you heard that part correctly. I own you now."
Auk & Poochyena: "Huh?"
Deva: "But only symbolically. You know, just on paper so nobody else from my home world can claim you as their own instead. You're free to come and go as you please just like Kiwi."
*resumes petting him* "To make a long story short, Verity and I are from another world where Pokemon have only just begun to appear, and our job is to learn as much as we can, especially concerning whether or not it is safe to allow it to continue and how it might possibly be dealt with if it isn't.
"Though, believe it or not, of greater interest right now is the presence of human beings like you in your world. Where I'm from, they're considered mythical, and are at extreme risk for abduction and abuse. So much so that, whenever we find one, they are transferred into the care of a personal guardian for twenty-four-seven protection and observation.
"That said, one of our first rules is that we cannot divorce 'bond pairs' -- any two beings that are connected to each other physically, magically, or emotionally."
Auk: "This is where my Pokemon come in?"
Deva: "Mm-hmm. I can't isolate you from any potentially dangerous animals if one of them is bonded to you." *starts typing* "So... Among your Pokemon, is there any one in particular with whom you have a special relationship? You know, one that you think of as a mate, sibling, or anything else that would make it more personal than normal?"
Auk: "Well... I guess you could say I think of Poochyena as like-"
Lanturn: *pops out of her Poke-Ball* "Me! Me! I a-a-a-a-a-a-a-am!!"
Deva: *grins* "I'll take that as a yes." *pets the fish* "Any specific kind of relationship, or should I leave that bla-?"
Lanturn: *hugs her fins around Auk* "My first, my last, my everything!"
Deva: "Hm. I think there's room enough for that. Any objections?"

As long as you had something 'potentially dangerous' from which you could not be separated with you, you absolutely would see a lot of care there.
Which, since their understanding of your world and what else is in it would be vague at best, would actually be a very easy requirement to meet. Pick up a stray cat on your way there, introduce it as your pet Flerken and it could be years before they find out.

The easy way to think of the organization Deva works for is that it's like the SCP Foundation if they were just as focused on normalizing anomalies as keeping them contained. And Pokemon, being capable of utilizing over a dozen variations of elemental attacks, definitely fit the description.
Humans, in her world, also fit this description. In a nutshell, all animals have the potential to be born sentient or feral (or as they call it, "human" or "feral"), and "the human being" is just their concept of what an animal that is human 100% of the time would look like. For a multitude of reasons, Deva's world is pretty precarious for a human being, so whenever they find one, they provide a maximum security environment.
Which would ordinarily mean keeping anyone or anything that could possibly do physical or mental harm to them far away from them... Unless, of course, they were in close proximity to such a being already. They're more or less fumbling around in the dark and trying to learn as they go when it comes to the nature of real human beings, but "bond partners" is something they already know all about and have it as one of their core principles that they must never be separated.
So if they chanced across you all by yourself... Well, knowing Deva, she'd probably try to fudge it to her superiors too. Like maybe by telling them she's "still investigating" whether or not you were bonded to anything, then finish up the paperwork once one of her own Pokemon took a liking to you (which has happened before with Jade and Puck).
"No, no, it wasn't a genuine Flerkin. But one can never be too careful." *winks*

Wow.. Now that's a lot! And so many possibilities.. I mean.. For the most part, what I'm thinking or what I got from her would be that Alan would possibly be taken by her and still investigated further to determine if he's bonded to anyone

She could also stall by investigating if Alan is a human being. "Discoveries" of genuine human beings get faked the same way they often try to fake Nessie and Bigfoot sightings here. And there has been at least one instance where someone Deva thought was human turned out to be something else.
Verifying Alan's humanity would probably involve, among other things, retracing his steps from wherever she found him to his original origin. Which might involve requiring someone else be put in charge of Alan's safety while she was away.

Awe.. Well! I'll let you know, Alan is a pure human! Not really any other species! He has strange tendencies for a little boy.. But overall, with that harmless soft face and tanned skin. He may be a little unkempt when his hair is part of the matter, but in the end it's always gonna be a human young boy!

I know this is an old comment, but it just occurred to me that, if this happened, Deva could potentially identify herself as the bond partner. Which, given how many other humans she's encountered that already had partners, she might actually believe for real and write down in her notes that humans imprint on others the same way wolves and other pack hunters do.
Though this would just create a different kind of emotional conundrum in the sense that then Deva would have a pet/son that requires an education and not just food, bedding and enrichment.

He was probably going to say 'son', given that he introduces Lanturn to him as his stepmom. But the beauty of relationships that have no blood relation whatsoever is that they can be fluid and redefined as they develop, so he probably would have changed it to 'little brother' later.
