While regular river otter types don't exactly winterise like some creatures do, dear Lockhart is something of an exception due to his paranatural background and nature-touchedness. When you already run fairly hot normally, becoming a white-furred steamy furnace in winter only seems natural. So here we have him enjoying the sights of winter on his balcony, sipping a nice hot chocolate... in nothing but his shorts because his natural temperature is doing all the work for him.
White fur, 'latte swirls', a hot drink and enough warmth to melt the snow in his immediate vicinity? Lockie loves winters! Moreso than most.
Others just enjoy the sight.
