Though it is a minority, there are a large amount of people who do not enjoy wearing clothes in Yuu's world. It differs from kingdom to kingdom(or from village to village, duchy to duchy, fiefdom to fiefdom, and etc.) but usually it's perfectly legal. Of course it depends on the current leader of such territories. The country Yuu and the others live in requires the wearing of at least one item of clothing when in public. Apparently a mask fulfills that requirement... Actually, Shawn once told me he feels completely naked without his mask. Make of that what you will 0.o
