The franchise needs to go to someone that knows the lore like CDRED or obsidian, also the series needs a new engine that can support working vehicles that u can use or fix up if their in bad condition and to be able to ride mutant mounts, horses or hybrid zebra horses or something cause they still exist in the promo comic you can see working bmp/greyhound apc's future upgraded versions of sherman,chaffe and patton tanks and t-70 and 80 series soviet tanks and in the ncr courtesy of the shi and their super sub carriers that took the Chinese to california and their are scenes of ncr troopers on horseback, also working helicopters vertibirds and maybe vtol jets too but they'd be rare or very rare for balance issues.

I don't know much about Todd Howard himself, but I agree with most of the things you say. The series should go to someone who will at least try to tell a good narrative. Hell, I'll settle for someone who'll at least put vehicles or mounts in the game. Obsidian would be ideal, but a part of me would love to see the people behind Bioshock or Bioshock Infinite give it a go.
