I thought that this was one image, so in my head I was thinking that the Augur was using the dandelion as a metaphor for how Yeahidk's terrier was feeling. Something something, "as easy as the dandelion seeds take flight in a gentle wind." I think the dandelion really captures the happiness.
Looking at both pictures together, Augur as a mellow and happy hippy blowing on the dandelion is probably also saying something about peace and love and being like a dandelion seed. The bull terrier Allie whom is listening to all this is silent but his eyes show that he thinks it's maybe a little silly.
