It's a cute idea, but I don't think you've really thought this through! What are you supposed to do now if somebody annoys you, but doesn't pay their $.25? Suppose a couple of do-gooder types barged up to your booth waiving pamphlets, "good day, sir! Can we interest you in some free literature about how easy it is to kick a catnip habit?!" 😖😂
