This is 100 percent true. Jolteon can't beat a Umbreon unless a few conditions are met. 1 being if the Umbreon's health is low enough for a Thunderbolt to finish it, second is if you spam Fake Tears like I do to get around its 394 SDEF abd can 2 or 3 shot with Thunder or Thunderblot or 3, finish it in a few hits with a Choice Specs Signal Beam. If you can't do any of that, then Umbreon always win because Jolteon has piss poor DEF and will get taken down to 2 Paybacks.

I beg to differ... I've had my Umbreon in Pokemon Battle Revolution for the Wii, and she was at a lower level in 80% of the battles she was in for that game.
And, she walked away from all combatants with minumum half of her health intact... So, in some cases, level isn't always as important as the stats and how they've been trained...
