It is generally accepted that while Khajiit usually call Elsweyr home, it is not uncommon for some of them to reside in other provinces. They could have moved residence to these provinces, or maybe they were simply born there.
Ajira is one of those Khajiit who was born outside of Elsweyr's borders. She was born and raised in the border city of Leyawiin, Cyrodiil. Eventually she became something of a swordswoman specializing in two-handed blades, and a Warden; a person tasked with maintaining the balance of nature, if those tales can be believed.
