So I've been playing with the art a little bit more.

Basically, I've imported the 2D image into blender and I've tweaked it shape into a pseudo 3D maw.
I think it looks pretty good.

So it's really just a 3D mesh using a 2D art as a texture
I've added a simple rig to open and close the mouth.

Obviously it's super limited. but it's fun to play with.
