From a child development perspective by age 1 most kids are walking and can say stuff. So I wanted to make her age her down a little so that her age matched her abilities

Ironically, my story/headcanon ideas tend to go in somewhat of the opposite direction; that is, she does get shrunk down physically, but her capabilities get bolstered by various (usually magical) means, sometimes even to levels that exceed what she'd normally be capable of as an adult.

(Granted, I'm kinda weird. :P)
