I just realized, I even heard songs performed by her when she was an actress in the 80's, very New Wave, her voice in those tracks is not so similar to Minerva, the tone of voice maybe it is, But to do Minerva's voice, Julie probably had to do a lot of vocal exercise.

Since in the Furry Fantasy World, animal voices have quite unique tones, and in cartoons vocal techniques are used a lot to resemble the voice of an animal, if it is a Dog it will have to be serious or majestic, If it is a Rabbit, higher pitched, the voice can be humanized but taking into account that the character is an Anthropomorph, it must have a voice that resembles its species.

In this case I think Minerva could be anyone, as long as her voice is high enough.
