Don't be fooled by her expression here- I decided on making her a very serious character. This is Tempura's older sister Panko, and is vital to explaining why Tempura moved to a dangerous neighborhood where she had to learn to fight for her own safety. Panko had moved out of the house a year earlier and Tempura(who always got along great with Panko) wanted to move in with her to help transition from home life to being out on her own. Panko is a very direct and blunt person, and she figured that the best way to get ahead is to live in the cheapest(fairly safe) neighborhood and work at a high paying 24 hour business(a casino) where she can have a bouncer escort her out if she thinks someone is following her. When Tempura moves in Panko makes it very clear right off the bat that she isn't going to be protecting her little sis whenever things get dicey in the neighborhood so the two start shopping martial arts dojos to get Tempura a good fighting style. Panko is a brawler with surprising strength and resilience for her build, whereas Tempura has low arm strength- legs too slow to be great for kicking- and speed/reflexes being her only strong point.
