Vegata diddnt need the scouter on Namek, he developed the ability to feel others power lvls from his battle on earth, but freeza and all his goons cant feel out others ki thats why they need the scouters to find other namek camps who may or may not have a dragonballs but the scouters themselves cant find dragonballs. ^.=.^
