Well I'm guessing you have each animated layer as a seperate layer, right? each drawn out? If you have MSN/YIM I can help you more on there. Well, with the Photoshop animating. Its what I use :D

Best way to go, its how I do my animations. There are ways of moving layers, but that sucks.

It cant be too different from Photoshops animation process can it? You should be able to set each animated frame its own time lapse. Try putting the first frame at either 2 seconds or 1.5. And the middle/closed eye frame at 0.5. That should help.
