3 years have passed since Italy. Noah Waite lives within MERVAS, assisting the rebuilt "Allegra" in various extraction missions around the globe. Tragedy strikes MERVAS' entire operational structure when Teravas, a private army owned by Terra Robotics, successfully strikes and destroys "MV-PRIME", MERVAS' main operations hub and capital- Therm Alphonse and Lurdanjo Mistaro are among those listed dead, though no remains are uncovered.

When new information emerges to suggest Mistaro and Alphonse's survival, Waite and Allegra are contracted by MERVAS' commanding body to conduct a clandestine operation to determine their whereabouts, the identity of their captors, and if possible, to conduct a rescue operation. "Operation Blue Wrath" will take Noah and Allegra on a globetrotting pursuit of the truth- but along the way, both man and machine will be forced to confront their own demons, examine their conflicting histories, deal with new enemies, and encounter the biggest existential threat to MERVAS yet.
