Ask if the shire has a colorful and entertaining back story, any magical items, and/or if he's on an epic quest of some kind. If any are true ask him to join the party. If not attack him. If the shire blocks or dodges ask him to join the party, if not continue to attack him to eliminate useless NPCs.
