Yeah, especially if you were playing as Sonic. Not as bad as Carnival Night Zone though, now that was...ugh.
Plus, Hydrocity is still a massive step up in my opinion from Labyrinth Zone in Sonic 1, now that was annoying...so easy to drown, so many spikes and everything was slow.
