I watched the Dragon Ball Z episode 278 again, and I remember, when I was a kid I really loved this character.

Of course, this is a filler episode, and he's just a random character, but I really liked the design.
( He's a little bit like early Hildegarn design... )
and I made this joke because Rocksteady - TMNT - Legend of the Super Mutants Anime version - and Sabretooth are together in a fusion, I think the same as this character.
