HigthNekoHNZ the artist behind the concept art of P4N-D[0]24 (or... Pandora for the friends) once again shows us how it's done by putting the man in front of the machine.To be frank i'd probably be scared 💩-less if i were to be there in that exact same situation.

The scale of her and the look of her eyes makes me think her voice is a deep bass rumble. almost like a (slightly) higher-pitched version of the original Orson Welles Unicron.
No matter how feminine she is or isn't, a voice/public address mechanism of her scale and tech style would generate very deep frequencies.

Her voice is actually (as you said) a public address mechanism, unless she is talking via one of her drones, therefore it sounds the same as the voice of any single drone, it just has that weird "several loudphones saying the same thing across an entire city" vibe to it.
What I thought of still has use as a more powerful device to communicate at great range with the outer world if necessary.
You can bet that in the old days, by the time her megaphones were close enough to be effective, warning a area with people that she was going to pass through it would be redundant.
