The travails of looking for a parking space continues ... gosh, how can being next to a big bomb like that make it a "bad" location?
I've seen assouls parking like that before, though usually not in such a congested situation. Ordinarily it's handicapped parking or a fire zone, though.

Someone's been parking their car this way at the health I infest, and the first time I noticed it I was tempted to pour a can of bright pink sign paint over the roof and let the sun bake it; unfortunately the can of paint in question was still on the discount table at Texas Art Supply at the time (and someone else got it before I could return), so...
Get a bottle of clam juice (sold in grocery stores) and pour it into the vents underneath the windshield, to get into the AC system. Or any other foul mixture that strikes your evil fancies.
Or a pack of eggs, and let that bake onto the paint.
Just don't let them know you got the idea from me...

Slices of bologne will do the trick, creating a polkadot effect, or so I'm told. There was an entire thread on this subject some time back on (a certain image board); clam juice is new, though.
Not that I'm likely to actually carry out any of this myself (and I'd have an audience of hundreds), but push anyone too far...
