Ju Yon is a fallen angel (and technically genderless, though he primarily uses male pronouns). Angels in the Resinwolf world are actually just another race of demons who adopted the human mythos of angels (since they look similar) - mostly they go round in flocks attacking demons when they find them, problem is they don't differentiate between the violent demon races and the harmless ones. They don't have the best reputation because of this.
In Ju Yon's case he was ordered to kill the baby demon Drom but couldn't do it, he fled and raised Drom himself for a while before they we're caught and Ju Yon was forced to 'fall' (a spell is cast stripping him of most of his magic and memories).
He was found by Resinwolf Houses' Landlady who let him stay.
